Professor Anja Giudici (Cardiff University) will present her research on the politics of education reforms. Existing scholarship on comparative education reform often highlights convergence. After 1945, the argument goes, education systems have become increasingly similar, including in terms of their dimensions of stratification and quality, as a result of influential global norms and international organisations. However, education systems continue to diverge, including in terms of how extensively they stream students and ensure teaching quality, with profound implications for both equality and attainment.
Drawing on insights from the ERC-funded Schoolpol Project (University of Oxford), the presentation will introduce fresh data that enables us to systematically compare national and sub-national policy variation in terms of structure and quality assurance in post-1945 Western democracies. It will argue that theorising such variation requires us to recognise that the politics of education have continued to be political – and partisan – after 1945, but that they are also coalitional.
